Guide
The following is NamuWiki community assessment (KR server), subjective community opinion:
- Overall: A gunner that is fairly sturdy thanks to her self-shield and passive, equipped with area firepower and excellent debuffs. She can be run as a melee-oriented crit dealer, but running her as a dot-damage + debuffer via the Brecher + heavy-weapon combo gives a more desirable impression. It is also notable that enhancing her passive with the 2nd awakening makes her a shield supporter.
- Class priority (from Class section): Brecher is recommended to raise first (learns her core skills Fire Jet and High-Explosive Rocket, both heavy-weapon type; ultimate also has heavy-weapon type for synergy; less crit-dependent so also viable in PVP). Assault Officer is a melee-leaning dealer, usable but hard to fully utilize due to gunner fragility. Overwatch Officer has the lowest raising priority (counter/crit focused, needs heavy investment).
- Gear (recommendations): Prioritize attack power (for firepower and shields) plus a bit more crit rate to guarantee crit procs. Impression leans more toward dot-damage/support than pure dealer. Hero-grade: Assassin 2 + Chivalrous 2 mix. Legendary-grade: Crow 4-set (secures 20% crit rate) as baseline; higher ceiling is the Assassin/Killer set (provides both ATK% and crit damage) if crit rate is secured. For ATK%-focused Brecher, Killer 2-set, ideally mixed with Phantom Thief 2-set (crit dmg +10%, crit rate +15%). Accessory: legendary-grade "Go-Young-Ban" is ideal for dealers; hero-grade uses Whetstone or Wolf Fang.
- No S/A/B tier letter rating is stated in the source.
Awakening/Manifestation progression: No dedicated stage-by-stage awakening section is present in the source. Only two passing references to awakening exist: - The awakening skill enhances the unique passive "Special Tactical Officer" to add the "Emergency Protection Kit" function: when another character ends its action, grants a shield up to 4 times (cooldown 1 as a condition) to a player-controlled character or summon that meets these conditions: within 5 tiles of Anne's melee range; HP higher than 1 and lower than 50%; has no shield; visible to enemies; able to receive buffs. (Note: Cyrano's Ectoplasm drops HP to 50% or below, making that ally a shield target.) - Evaluation section states enhancing the passive via the 2nd awakening turns her into a shield supporter. Character review of Anne Millennium by 하막군의게임튜브 · 2026-08-04
Anne Millennium is a support gunner, not a damage dealer. The reviewer is direct about it: even with Breacher's stacked +155% attack bonuses, her damage doesn't land as hard as the numbers suggest. Where she excels is propping up someone else — and specifically Cyrano Bernstein. (28:50)
Her passive is refreshingly short by current standards, which he remarks on more than once.
The Emergency Defence Kit is built for Cyrano's clone
At every unit's end of turn — anyone's, including summons — she gives an Emergency Barrier (40% shield) to the lowest-health player or summon within 5 tiles that is below 50% HP and has no shield. One per turn, and each use spends a charge; charges come back when an allied player or summon dies.
The reviewer immediately spots what that describes: Ectoplasm+1 more →. Cyrano runs forward, splits his health and leaves a clone under 50% with no shield, and the act of casting ends his action — so the barrier lands on the clone straight away. He recommends her on defence teams specifically to make that clone unkillable. (3:35)
Manifestation adds charges and range: 2 charges at 2 manifestations, 3 at 4, and 4 at full manifestation, which also gives the Fire Support authority to two allies instead of one. (4:39)
Ammunition is the whole class system
Every class has a counter-fire and its own round type, and the reviewer stresses that picking the right round is the character. One rule underpins all of it: rounds reload at turn start, and no ammunition means none of the reactive effects fire at all. Run dry and the class simply stops working. (7:44)
Assault Officer loads Precision Rounds (30% DEF-ignoring) and adds Chain Fire, marking a hit target and dealing another 30% at end of turn — which itself fires a round, adding another 30% DEF-ignoring. He works it out: a single basic attack becomes roughly 190% of ATK. One caveat he tested — the critical hit from Chain Fire does not return TP through the passive. (5:42)
Overwatch Officer loads Suppression Rounds, applying Combat Suppression: -30% ATK, M-ATK, counterattack damage and Crit Rate, unremovable. Its Reactive Fire triggers before she is attacked, on a chance scaling with her Crit-Rate-taken reduction — around 60% at full investment, though he notes there's no published formula. This is the "make the enemy weak" build. (8:16)
Breacher is the damage build and what most players run. +30% ATK, -30% damage taken, another -10% while shielded, and heavy-weapon skills gain another +30% ATK and a cooldown reduction. Its Detonation Round deals 15% — but against a target already carrying a fire debuff it instead detonates for 40% DEF-ignoring damage in a ring, and it can crit. For comparison, he notes Heidelun's Collapse is 25%. (11:22, 12:24)
Fire Jet is the main skill
| Skill | Tags | TP | Range | CD | Effect |
|---|---|---|---|---|---|
| Fire Jet | - | - | - | - | covers a 3x4 for 90%, applies Incineration (the fire debuff Breacher's rounds need) and Slow, grants her a shield, clears a debuff under Breacher, and has a 40% chance to leave fire on the ground — which, though the tooltip doesn't say so, is a Control Zone, so it blocks a lane. Under Breacher its cooldown drops to 2. Fire Jet plus Breacher is effectively the character. (14:28) One oddity he reported: despite being magic damage, Fire Jet is affected by Veramode's Physical Interference. He treats it as a bug. (15:29) |
Barrage is the one to skip
Barrage+2 more → is the only skill spending all four rounds, so in theory it's the Breacher detonation payoff — move up to 3 tiles and hit a random enemy within 2 tiles four times, with round damage halved.
Its flaw: "random enemy" includes barricades. He describes firing into a group and watching two of the four rounds go into the scenery. He considers it a bug and doesn't expect it to be fixed. (16:01, 18:03)
High-Explosive Rocket
150% over a wide 3-tile-radius area that knocks back and strips buffs. Its Doomsday rider fires the rocket when she dies — 180% under Breacher — so simply having it slotted is worth something.
Against large monsters it applies Siege Mark (+50% damage taken), which does not stack with Heidelun's Paradox Worm — making Anne the substitute when Heidelun isn't available. (19:15, 20:06)
The ultimate covers a 7x7 with Incineration and a chance of fire terrain — the same footprint and range as Kana Milanovich's. (21:06)
Loadout: Shock Shot, Fire Jet, High-Explosive Rocket, on Breacher. (22:38)
Gear
The Emperor set beats One Against a Thousand with Envoy of the Storm if you have it. Accessory: Time Compass is his pick; Ancient Hero's Ring otherwise, or a fully awakened Crack Sword for the Crit Rate, which feeds her TP recovery. (23:08)
The weapon: ★3 minimum
ATK and Max HP, a stacking ATK/penetration buff on skills, +2 max ammunition — which matters given how much the class depends on having rounds — and a Crit-Rate-taken reduction.
★3 adds Preemptive Attack, ★5 adds Weak Point Detection, ★6 adds physical lifesteal. Not strictly mandatory: Xenia's weapon is a fine substitute, though he notes it costs more than six copies of this one. (24:40)
Runes
Chaos throughout with Sun in slot 6 for health. One specific reason: Shock Shot has a 100% coefficient, and without skill-damage runes the AI prefers basic attacks over it — so skill-damage runes change what the AI chooses to do with her. (25:12)
Artifacts
Blast Padding is the pick, because it pairs directly with Breacher: +30% ATK, +20% shields given, and an unremovable turn-start shield that keeps Breacher's shielded-damage-reduction permanently active.
Advanced Tactical Magazine+1 more → is the situational alternative — it reloads immediately when she runs out rather than at turn start, which addresses the ammunition problem directly, and heals for 50% of ATK. Bane's Hammer is a raid artifact. (27:16)
